The action being tested is gathering the information necessary to send the right units to the right place. In an emergency dispatch, you must first determine what is happening and where it is, plus any details that affect what resources are needed—location, type of incident, number of people involved, hazards, access, and special requirements. That information drives which units to deploy (engine, ladder, EMS, etc.) and how urgently they’re needed.

Reassuring the caller or giving CPR instructions are important for patient care and caller support, but they don’t establish which units should respond. Checking resource availability is also important, but you do that after you’ve identified what needs to be sent. The initial step is to gather the specific details that guide the deployment decision.
